February 2024 - European Parliament Committee on Economic and Monetary Affairs (ECON) votes on payment services
On 22 February 2024, the final reports of the ECON with a draft resolution for the plenary meeting of the European Parliament, which is envisaged for 10 April 2024, were tabled (see final report regarding PSR and final report regarding PSD3).
On 14 February 2014, ECON voted on the draft reports, advocating for more open and competitive payment services in the EU, with strong defenses against fraud and data breaches. Find ECON's related press release here.
December 2023 - ECON publishes draft amendments regarding PSR & PSD3
On 4 Dcember 2023, ECON tabled draft amendments to PSD3 (see here) and PSR (see part 1 here and see part 2 here).
November 2023 - ECON publishes draft report regarding PSR & PSD3
On 14 November 2023, ECON published a draft report regarding PSR (see here) and a draft report regarding PSD3 (see here).
June 2023 - Proposal of PSR & PSD3
On 28 June 2023, the European Commission published the PSR & PSD3 proposals: see direct link to PSR proposal and direct link to PSD3 proposal. You can find a comprehensive summary of the PSR & PSD3 here (in German).
The European Commission published all information in connection with its proposals, including a press release, FAQs and impact assessments on its website, see here. The impact assessment accompanying PSR & PSD3 is published here. Also very helpful is the PSD2 review report of the European Commission, which was also published on 28 June 2023.
February 2023 - Study on the the application of PSD2
On 2 February 2023, the European Commission published a "Study on the application and impact of Directive (EU) 2015/2366 on Payment Services (PSD2)". The aim was to contribute to the review of PSD2 by assessing whether the introduction of the PSD2 helped reach the five general objectives identified in the European Commission’s impact assessment. May 2022 - Consultation regarding PSD2
- a public consultation on the review of the revised payment services Directive (PSD2) and on open finance and
- a targeted consultation on the review of the revised payment services Directive (PSD2).
September 2020 - Digital Finance Package & Retail Payments Strategy
On 24 September 2020, the European Commission adopted a digital finance package, including a digital finance strategy (see text here) and legislative proposals on crypto-assets and digital resilience, for a competitive EU financial sector that gives consumers access to innovative financial products, while ensuring consumer protection and financial stability.
Together with the digital finance strategy, the European Commission released a renewed retail payments strategy for the EU to further develop the European payments market so Europe can benefit fully from innovation and the opportunities that come with digitalisation.
